Model of the knowledge society functioning by the example of the Republic of Finland
Аннотация. Статья посвящена рассмотрению концепции общества знания в контексте анализа доклада Юнеско 2005 года и общественной модели Финского государства в период с середины 1990-х годов до настоящего времени. Автор также затрагивает дискуссионный вопрос о глобализации в сфере права и государственного управления (имплементация актов ЕС и иных международных договоров в национальную систему права Финляндской Республики) и о максимально широком участии личности в управлении государством и обжаловании административных актов. Кроме того, рассмотрено влияние доктрины широкого судебного усмотрения на стабильность правовой системы Финляндии.

Abstract. The article is devoted to the consideration of the knowledge society concept in the context of analyzing the UNESCO 2005 report and the public model of the Finnish state from the mid-1990s and to the present moment. The author also touches on the debate point of globalization in the field of law and public administration (implementation of EU acts and other international treaties in the national system of Law of the Republic of Finland) and on the broadest possible participation of individuals in governance and appealing administrative acts. In addition, the influence of the doctrine of wide judicial discretion on the stability of the Finnish legal system is considered.
